In the past year, the European Communities’ legislative adopted a Directive regulating airport charges; meanwhile, a proposal for a Directive on airport security charges was submitted for approval by European Parliament and the Council of Ministers. Although in many economic sectors in which third-party access to infrastructure is essential, access charges have been regulated at the EU level, airport tariffs had so far escaped direct and general European legal scrutiny. Indirectly, and on a case-by-case basis however, airport charges have been the subject of the EU’s attention, mainly in cases in which such charges were suspect from the view of European competition law. Now, finally, a common legal framework for setting airport charges has been devised, which will – at the very least – render such charges and the procedures leading up to their determination more transparent. Whether lower tariffs for the use of airport-related services will ensue from this new regulation, will be discussed in this contribution.

After a brief description of the background to airport tariffs and their regulation under EU competition law hitherto, this contribution will identify denominators common to both mentioned directives. Next, both directives and their impact on airport charges will be discussed, with a focus on their overlap with EU competition law. Finally, two questions will be answered; (1) to what extent do EU competition law and the new Directives overlap? (2), will the new legislation lead to lower charges for airport users?

International Air Safety & Climate Change conference

Introduction:
The International Air Safety & Climate Change Conference (IASCC) will enable the international aviation community to meet face to face and discuss key safety issues. The conference offers an impressive range of speakers and panellists who will offer their perspective on the issues.

Although many are seeking a more sustainable aviation system, until now less attention has been given to the potential impact of climate change on commercial aviation safety. Significant incidents have occurred in environments that have exceeded aircraft specifications. This year has been of particular concern as aircraft operators have encountered the effects of volcanic ash in the atmosphere. It is clear that extreme weather conditions continue to present a hazard to aviation and by exploring the topics of severe icing, strong winds and extremes in temperature, mitigation and implementation measures can be sought. This is why, in Cologne on 8 – 9 September, the European Aviation Safety Agency is hosting this international conference on the potential impact of climate change on aviation safety.

Industry, associations, national and international government agencies and research institutions are invited to participate. The objective of the conference and its workshops will be, as a first step, to raise awareness of the issue and outline an action plan. It will provide a new forum to identify risks and work towards effective safety measures.

The issue is a global one and international cooperation is essential. Europe, through EASA will report to ICAO on the outcome of the conference and any resulting recommendations.

7th International Forum on Air Transport in Remoter Regions

Introduction:
The aim of the CATRR is to provide a focal point for the dissemination of knowledge and best practise in the operation, management, financing and regulation of air services and air transport infrastructure in remoter regions. Aside from organising the biennial Forum, the Centre’s staff publish research papers and undertake collaborative studies with other research organisations from across the globe. A panel of international experts has been established, with representatives from each continent.

In 1998, the Department of Air Transport at Cranfield completed a major study comparing air transport systems across Europe for the Norwegian CAA. It became apparent to those involved in the work that there was relatively little research into the provision of air transport infrastructure and air services in the more remote parts of Europe. An idea was suggested that we organise a Forum devoted to the topic, to which we could invite speakers from organisations engaged in operating, managing, financing and regulating air services and airports in such areas from across Europe. The Forum was held in Nairn in 1999 and attracted some 50 delegates and speakers. As a result of the success of the Forum, the event has become a biennial event and now attracts participants from across the world. In view of the wide interest generated by these conferences, it seemed appropriate that we should establish a Research Centre devoted to the provision of air transport in the remoter regions of the world.
