<p>The second MIME seminar/workshop will take place at NLR, Amsterdam on 11th March 2010 from 9am to 4pm. The aim of this event is to gain a consensus on the validity of assumptions and methods to be employed in these simulations. This includes:<br />
- The CBA Plan and major assumptions<br />
- Stakeholder Behaviour &#8211; their objectives, the options available to them, their freedom of action,  financial parameters etc.<br />
- Model options &#8211; Noise permit definition, Initial allocation scheme, trading scheme, rules of operation etc.<br />
- Model airport environment &#8211; configuration, population densities, timetables, baseline noise etc.<br />
- Noise Abatement Strategies &#8211; routing, scheduling, fleet composition etc.<br />
- Current and future aircraft performance data<br />
- Simulation sensitivity analysis</p>
<p>The MIME project consortium would be most grateful for your input into the project. </p>
<p>MIME &#8211; Market-based Impact Mitigation for the Environment &#8211; is an EU 6th RTD Framework-funded project. It has now entered its final year. The aim of this project is to investigate the feasibility of applying market-based methods to enable an increase in traffic at an airport while limiting the aircraft noise annoyance that nearby residents are subjected to. </p>
<p>The project has defined candidate indices for describing aircraft noise annoyance and has selected a choice of candidate trading options to be analysed. This analysis will be performed this year using simulation models of a generic airport to determine the overall cost-benefit of each option.</p>
<p>In order to enable us to have an idea of numbers for catering etc. please inform me as soon as possible if you intend to attend this seminar.</p>

<p>All the larger European airports are situated in densely populated metropolitan areas. Obviously, airports affect their surrounding regions &#8211; both in a negative and in a positive way. Apart from the most obvious negative impacts such as noise, safety concerns and health-related issues, an airport’s positive aspects are often less known to the general public. This is not likely to change in the coming years. In today’s market, the contribution of airports to national and regional economies calls for more support for growth in the civil aviation sector.</p>

<p>This past Tuesday, December 15, 2009, the Boeing 787 Dreamliner made its first flight. As widely reported in the last 2 years, the development of the aircraft was quite turbulent, in part largely due to the complexity in dealing with several new technologies in materials (surely one of the greatest advances of the 787), new systems, new concepts, and also due to the management and logistics of design/production between Boeing and hundreds of new partners and suppliers. Even with all these setbacks, but owing to its promised extraordinary efficiency and performance, the aircraft is the most successful in terms of orders &#8220;before-first-flight&#8221; in Boeing&#8217;s commercial aircraft history.</p>
<p>For all of this and much more the 787 has everything to become a milestone in the history of commercial aviation. From its introduction into airline service, all other large/medium commercial aircraft must incorporate new design philosophies and concepts, since only speaking of &#8220;new technologies&#8221; is totally redundant. Therefore, sets of paradigms will be broken and new ones will be created.</p>
<p>I foresee that in 40, 50 years the airline industry, the press, regulators, legislators and the worldwide society will be referring to something like &#8220;&#8230; before the 787, the general view was that &#8230;&#8221; or maybe &#8220;&#8230; the aircraft imposed a vast new range of parameters in terms of efficiency and comfort to passengers and airlines&#8230;&#8221;. </p>
<p>However, for all of this to happen in the most positive and constructive ways for the airline industry and, most of all, to passengers and would-be-passengers in the world, it is essential that the 787 becomes an absolute success. And I write these words because not only Boeing&#8217;s Commercial Aircraft Division depends on a fully successful 787; the Dreamliner success will also spur a continuous and an indispensable search for the highest-possible safety added to efficient and environmentally friendly designs on Airbus, Embraer, Bombardier, ATR and in all other commercial aircraft manufacturers, especially those that seek to (re)enter the market, such as Sukhoi, Mitsubishi and the new companies in China, Russia and, probably, India and Korea.</p>
<p>In other words: the success of all other aircraft manufacturers also depend on the 787 being extremely successful.</p>

<p>Whether only on the &#8216;politically correct&#8217; side or on a sincere appreciation, the official statement from Airbus on the first flight of the 787 expresses a great truth: the constant advances in commercial aviation are a direct and positive result of competition.</p>
<p>For this and much more, all of us citizens of the World must hope and cheer so that the 787 Dreamliner may become a complete success and a great milestone in the history of commercial aviation.</p>

<p><img src="http://www.aerlines.nl/wp-content/uploads/2009/12/lablans1.jpg" alt="lablans" title="lablans" width="100" height="75" class="alignleft size-full wp-image-1867" />On behalf of my master thesis at VU University Amsterdam, I did research on the effects to social welfare when different cost functions are used and government intervention is incorporated within the airlines optimization problem. The analysis is carried out by means of a model in which two out of three competing airlines decide to cooperate. Both the incorporation of government intervention and the model set-up are inspired by the KLM-AF merger, which is subject to a restriction on the distribution of traffic between Schiphol and Charles De Gaulle airports until 2010. The results of the analysis show that the government restriction on the allocation of traffic via certain hub airports gives sub-optimal outcomes. Furthermore, I argue more research should be carried out on a more precise specification of the cost function within the airlines’ optimization problem since this appears to be crucial for the results of similar research.</p>

<p><img src="http://www.aerlines.nl/wp-content/uploads/2009/11/europese-vlag.jpg" alt="europese vlag" title="europese vlag" width="100" height="75" class="alignleft size-full wp-image-1850" />With its landmark ruling of December 17th, 2008, the European Union&#8217;s Court of First Instance (CFI) unexpectedly declared the European Commission&#8217;s famous Charleroi decision of early 2004 nil and void. On February 19th, 2009, the Commission decided not to appeal. The nullification of the Commission&#8217;s Charleroi decision by the CFI on purely formal grounds is just the culmination in a long-standing series of legal fights between traditional airlines and their low-cost competitors over (allegedly) unfair competition through (alleged) state aids. However, it has opened a rare window of opportunity for embarking on a much-needed, more economic approach in the EU&#8217;s state aids control procedures. In this paper, we will apply the theory of two-sided markets &#8211; so-called platforms &#8211; to this famous case as we deem it particularly fit to advance the economic analysis of the complex commercial relationships between airports and airlines.</p>
